Elmbridge Council to Press Ahead with Deeply Unpopular Riverside Development

Our Association has just been notified by Spelthorne Council of the application by Elmbridge Council to press ahead with the deeply unpopuIar Excel Centre riverside development at Waterside Drive, Walton. Spelthorne Planning Office, as statutory consultees, has undertaken to alert residents in Parke Road and those at the most western end of Thames Street. Representations may be completed online with regard to two applications, (Refs: 2015/0949 & 2015/0868) may be viewed via the Elmbridge Council website: http://www.elmbridge.gov.uk/planning/

A local resident of Wheatley's Ait which, though on the Sunbury side of the river and by a strange anomaly actually within Elmbridge Borough, has made the following submission in respect of application 2015/0949:

'As an Elmbridge resident bordering the proposed development on the riverside, I have serious concerns regarding the amount of light and noise pollution that this complex in its proposed form will generate on a daily basis. Noise travels very easily across water and the proposal does not have adequate screening to minimise this. I would like the proposed chain fencing that borders the running track on the riverside to be replaced with acoustic screening. I would also like to see additional natural screening in the form of high evergreen trees and shrubs along the river border to also help minimise the effects of noise and light pollution on local residents'.

With regard to application 2015/0868, in which the developer argues against the need for a full Environmental Impact Assessment, the resident has submitted this representation:

'I do not agree with the applicant’s opinion that an Environmental Impact Assessment is not required. The proposed development does fall within a Schedule 2 Development. There will be a significant likelihood of environmental effects both during the building of the development and the use of the development. The planned development is over 28 times larger than the criteria of .5ha. It is also over a large landfill site with a high probability of contaminates being disturbed.

The proposed development is on the border of the River Thames and the border between Elmbridge and Spelthorne with a high probability of noise and light pollution effecting local residents and visitors for the lifetime of the development. An Environmental Impact Assessment needs to be undertaken to determine what safeguards need to be in place to mitigate these effects’.

    Would the objectors be the residents of properties on The Creek that back onto the GREEN BELT meadow who have erected picket fencing & are now cultivating the open meadow as an extension of their gardens?
    So its OK to lease a parcel of land from Cemex that has been deignated as green belt but not OK for Elmbridge to cultivate a land-fill site to provide much needed facilities for the local community?
    Me thinks vulgarity & hooliganism of an altogether different kind!

    I don't know where Bob and Evie Smith live, but residents in Parke Road, Willow Way, Wheatley's Eyot and the Creek have regularly complained about the noise emanating from Walton Casuals. This is set to double if two football clubs in the same league share the same football ground. There will be no peace from vulgar noise on Saturdays. The sixteen 18-metre high floodlighting masts will make the area visible for miles around, and currently the lights do shine in bedroom windows! Waterside Drive is highly contaminated, making it exceptionally expensive (£18 million) to develop. An alternative site would only cost a quarter of that amount.

    I agree with the development. Comments are 100% valid, but where the disruption is false like this development it makes objectors look daft

    It also undermines matters when you have something to genuinely object to, like the Eco Park for example
    LOSRA should not be crying wolf too often or their power will be minimal

    Wouldn't the roar of the water cascading over the weir cancel out any noise from the new sports complex? As it'll be a continuing base for Walton Casuals I don't think the 100 brave souls who frequent 20 odd home matches a year will hugely affect the patina of life of the residents on the opposing bank of the river & cause them to spill their Rioja on their pristine riverside verandas. Modern floodlighting is directional so won't blanket the homes of light sensitive souls on the Middlesex bank and will be a World away from the mis-representative image created by LOSRA last year to illustrate how the development will look like from Sunbury on a flood-lit evening.
    Its only 'deeply unpopular' with the antediluvian nimby brigade on the Sunbury side.

    Bob, I don't know if you have seen the article on this website "Application to Create Children's Play Area in Orchard Meadow" and the 17 comments so far.
    I would like to ask for clarification as to whether you are saying you support this riverside application because that is what I am understanding. If that is the case I refer you to what I said in the comments for the Children's playground. That is, If people have opinions there is nothing wrong in them been allowed to be expressed NIMBY or Not!
