Proposed Industrial Development on Green Belt - Your Views Urgently Sought!

Sunbury residents only have until the 12 th February to comment on a proposal to build a very large Battery Energy Storage System next to the EcoPark.
On the 24th January a planning application by consultants DWD, acting as agents for the Applicant Sunbury BESS Ltd., a subsidiary of developers EcoDev, was uploaded to the Spelthorne BC Planning website, with reference 24/00017/FUL. It is for the ‘Sunbury Battery Energy Storage System’ (‘BESS’) which featured on the front page of LOSRA’s 2024 New Year Newsletter. 
 
Residents have until the12th February to comment on the plans, which is a ridiculously short time for such an unprecedented application. The accompanying documents are many in number, technical in nature, and at times lacking in consistency. The Applicant is applying to build a large industrial complex on nearly 6 hectares (14.5 acres) of Green Belt land adjacent to the Charlton Lane EcoPark, involving a hundred and forty shipping-type containers containing Lithium-Ion batteries and associated plant. A considerable number of issues are at stake for local residents, including:
  •  The difficulties created by the application as lodged being technically complex, incomplete and inconsistent with respect to detail.
  • The suitability of suburban Green Belt land to locate a large and undisguisable industrial development.
  •  The explosion and fire risks associated with such batteries and the challenges of quenching and clear-up when they occur.
  •  The acceptability of placing such a complex close to suburban housing as well as the EcoPark’s incinerator and bio-digester and the Ashford Common Water Treatment Works.
  • The disruption involved in routeing a very high voltage cable across the M3 motorway and through Charlton Village en-route to a grid connection point near Staines.
  •  The political acceptability of imposing another industrial complex on local residents when there was so much opposition to the EcoPark.
LOSRA has endeavoured to set out more details of what is being proposed and is shown below. We would ask all residents to consider this proposal and provide their views to the council’s planners prior to the 12th February, via the SBC website

    I object to this on many levels, the main one being for the safety of residents who live nearby. When will Surrey stop using Spelthorne as a dumping ground?

    To plan to build this potentially dangerous fire risk on our already disappearing Green Belt next to the polluting waste centre, ironically named the Eco Park is wholly wrong and I feel very sorry for those already living very close to this development. I disapprove completely.

    The pollution levels from this mis named Eco Centre are high, plus the terrible stink from the site when the wind is in the right direction makes life for local residents very unpleasant. This proposed development on our green belt land now adds to the possibility of a fire risk close to the Eco Centre. I strongly object to this development.

    I object to this. We should be retaining our Greenfield spaces. And houses aren't allowed so we absolutely shouldn't be putting industrial chemical works on this land, close to local residents who already have the quarry and the recycling centre. I strongly object, use brownfield sites instead that aren't suitable for anything!

    Is this necessary on Green Belt land close to residential properties. It seems strange that this is being discussed when planning permission for much needed housing has continually been refused on the land behind where the old Bugle pub was because some of the development would be on green belt land, no where near as much as is being used for this battery park.

    For local residents the Eco Centre has proved to be a nightmare,
    spewing out toxic waste into the environment and container lorries adding their fumes to our air quality. This latest assault on our green belt adds another concern with the possible the fire risk of these heavy batteries near the Eco Centre

    I strongly oppose this development.
    The road access to the proposed site is already heavily used by the ‘Eco Park’
    To access the site these huge lorries would have to pass through residential areas increasing risks to pedestrians, noise pollution, air pollution and affecting the quality of life in these areas.
    Air quality in this area has already been badly affected by the Eco Park.
    Increased fire hazard when the Fire Service has closed 2 stations and replaced it with one.
    This is GREEN BELT land we have had more than our fair share of development in this area.
