London Irish Development Appeals Dismissed by Secretary of State

LOSRA has today been informed by the Secretary of State's Office that the appeals by London Irish to develop their Avenue Site and the Hazelwood Golf Club have been refused. Following a 12 day Public Inquiry at which LOSRA gave evidence as a third party, The Planning Inspector recommended to the Secretary of State that the appeals against the Council's refusal to grant planning permission should be dismissed. Readers will remember that the two sites subject to appeal; and which were interdependent were:

  1. Appeal Site A: demolition of stand and clubhouse and erection of 194 residential units (of which 12 have associated workspace), a Care Home, site for a future health centre, construction of estate roads and the provision of new open space including a new neighbourhood park, in accordance with application Ref: 09/00841/OUT; and

  2. Appeal Site B: demolition of clubhouse, driving range and other built structures on site and the development of 5 adult and 12 junior natural turf sports pitches, 3 of which to be floodlit and one to be a third generation (3G) artificial grass pitch, plus erection of clubhouse and parking for London Irish and associated landscaping to include creation of a lake, in accordance with application Ref: 09/00842/OUT.

LOSRA together with SOLID (Sunbury Opposes London Irish Development) and HAG (Hazelwood Action Group) have campaigned tirelessly for over two years to oppose these most unwelcome developments and we are delighted by the Secretary of State's decision. This said, LOSRA is, and has always been, a friend to London Irish; and it brings us no pleasure to see these particular plans for relocation brought to an unhappy conclusion for the Club. Our argument has always been that the proposals did not satisfy local and national planning policy and were in any case wrong for Lower Sunbury especially as they would have resulted in a net loss of open space.

    Yes well done to all the team.
    But as a member of Hazelwood we are still being told that planning could still go ahead on this site and that L/I have until 24th Dec to take up the option of buying!! John please what is your opion of this.

    The campaign team are very grateful to you for your kind comments; all very encouraging.

    London Irish have stated that they are looking at their options to take the project forward but on reading the Planning Inspector's report and that of the Secretary of State, it does not appear that they have grounds to appeal to the High Court. Leave to appeal would only be granted if the appellants could identify a procedural error or a failure in the planning process. Disagreement with the outcome is not, of itself, sufficient grounds for appeal.

    Thanks to LOSRA,John and all who worked for this amazing outcome. I think this might be a good time to talk to LI and see if we can find a permanent solution to this issue. This is not the end. I am sure LI will come forward with another proposal. There must be a solution which will be acceptable to both residents and LI.

    Our sincere thanks to John Hirsh and his colleagues for their hard work in bringing about such a successful judgement from the Secretary of State re the London/Irish appeal, subject to any future appeal, let's hope that this is the end of the matter and that Lower Sunbury will benefit, and future generations will be grateful to you.     Great news that the London Irish Appeal has been rejected, lets hope they don't try to reverse the Sec of States decision in court!

    As a resident of Lower Sunbury, I thank each and every one of you at LOSRA for your momentous effort in opposing both the initial application and the subsequent appeal. Your energy, commitment and determination has resulted in the preservation of all the things that make Lower Sunbury such a pleasant area in which to live.
