 200 Residents Attend Hazelwood Public Meeting on Green BeltSpelthorne Council hosted the much awaited public meeting last Tuesday (see article of 19th January) to clarify its position with regard to any potential development on Green Belt land at Kempton Park Race Course.

The meeting, held at the Hazelwood Centre in Green Street, and chaired by Spelthorne Chief Executive, Roberto Tambini, was called after residents expressed concern that the Jockey Club might be planning to develop homes on Kempton Park. Around 200 residents attended and many submitted questions in advance of the meeting.

Cllr Robert Watts, Leader at Spelthorne Council, started the meeting with a statement outlining the Council’s strong commitment to protecting the Green Belt. “We can’t stop developers putting planning applications in,” he said.  “But we can be clear about how we will deal with them if they do.” “We have a very clear Green Belt policy and it is backed up by an equally clear government policy.”

The Head of Planning Services, John Brooks, whilst also ruling out the prospect of developing on designated Green Belt, then gave a presentation on the planning context, an overview of what Green Belt means and planning for future needs and associated issues.

Pre-submitted questions about Kempton Park were then addressed and supplementary questions taken. 

The panel included planning staff from Spelthorne Council, local councillors, Chair of the Planning Committee and the Cabinet Member for Planning. MP Kwasi Kwarteng also attended and answered questions relating to Sunbury Health Centre during the latter part of the meeting where broader local issues were discussed.

    ... and then there was the little mention of 'a few dilapidated, ramshackle buildings' raising the fact that buildings could be replaced. NO! It is Green Belt - They should not have been built in the first place!

    There is a difference between giving pre-application advice, and being a development partner. Since there can be no residential development on Green Belt, the correct pre-application advice in the case of Kempton Park should have gone along the lines of: "Dear Jockey Club, Thank you for expressing an interest in building a residential development at Kempton Park. However, the ENTIRE estate is designated as Green Belt, and you will therefore not be permitted to build such a development at Kempton Park. Yours, Spelthorne BC." And, in any case, since when does the Leader of the Council, the Chief Executive, and various other Council councillors and officials get involved in pre-planning advice, which they did in this case?

    Not everything is a conspiracy. All Councils give pre-application advice these days, which is confidential, but usually paid for. This does not mean that an application would be approved or refused, but considered on its merits and with due regard to Local Plan policies and National guidance.
    If an application is submitted for this site, no doubt it will be decided at committee and so councillors will make the decision and if refused will end up at appeal, which means the Planning Inspectorate will make the ultimate decision. So you need to voice your opinions based on any submitted application in touch with your councillors and MP. The Council cannot stop an application from being submitted but can and will advise what is or is not acceptable.

    Well done Alan and the team we can guess Spelthorne are on the ropes over possible 'dealings' with the jockey club.
    Just who are they accountable to the local council tax payers or others ?

    Mr Tambini has since strongly disputed KKG's short report on the meeting in it's weekly email. KKG will be responding to his complaint in due course.
